No, ApprovalMax users do not need a NetSuite licence.
ApprovalMax is integrated with NetSuite using API tokens that are created on behalf of a NetSuite user.
This means NetSuite does not know anything about ApprovalMax users. Also, ApprovalMax users do not need access to or a licence for NetSuite.
