Who can upload/sync budgets to/from Xero?

Who can upload/sync budgets to/from Xero?

An Organisation's Administrator has the authority to:
  1. Upload/reupload/delete/download CSV budgets
  2. Sync/stop synching budgets from Xero
  3. Activate/deactivate budgets
  4. Set a check period for budgets
  5. Specify if the gross or net budget is to be checked
