 -  if the (Planned Budget - Approved Bills - Bills on Approval - Approved Purchase Orders - Purchase Orders on Approval) amount is higher than or equal to zero
  -  if the (Planned Budget - Approved Bills - Bills on Approval - Approved Purchase Orders - Purchase Orders on Approval) amount is below zero and
           the (Planned Budget - Approved Bills - Bills on Approval) amount
is higher than or equal to zero
