Only users with editing permissions can make changes to Bills/Purchase Orders created in ApprovalMax before final approval.
This applies to:
Requesters
Reviewers
Approvers
Administrators can force a decision regarding a request, but they are unable to edit the request unless they hold one of the following roles:
Requester
Reviewer
Editor
